Purpose
Provides funding and resources to build the capacity of statewide mental health family-controlled organizations that support, train, and mentor family members/primary caregivers who are raising children, youth, and young adults with serious emotional disturbance (SED) and/or co-occurring disorders (COD). Supports activities that help primary caregivers to build skills to participate in the policy and planning process within child-serving systems and effectively advocate for their child's and family's needs.
The target population for this program is family members and primary caregivers raising children, youth, and young adults with SED, early serious mental illness (ESMI), and/or COD who may be involved in 1 or more of the following service systems:
- Mental health
- Substance use
- Child welfare/child protective services
- Juvenile justice
- Supported education
- Intellectual/developmental disabilities
Required activities include:
- Provide individual family advocacy, coaching, and support to the target population to navigate any service systems, including participating in meetings such as individualized education programs (IEPs) at schools; juvenile justice court hearings; child welfare service planning and wraparound service planning meetings
- Offer workshops and trainings in collaboration with local family and caregiver organizations that may include topics such as mental health awareness; systems navigation; federal legal rights/responsibilities within systems; policy, service planning, and systems operations
- Provide outreach to the target population that may include training and education, developing state-wide peer supports, and increasing participation in workgroups, councils, and committees
- Educate child-serving systems, administrators, and service providers about best practices in family-driven and youth-guided care
- Establish partnerships with community-based organizations, and state and local administrations to support the diverse needs of the target population, including state education agencies, other state offices, and local and state networks representing adult and youth with lived experience with SED/COD
- Provide leadership development and mentorship opportunities to help the target population meaningfully participate in behavioral health policy, planning and implementation
- Participate in and inform the implementation of statewide processes addressing peer support services for the target population, including training, supervision, workforce development, and certification and reimbursement mechanisms

Award ceiling: $120,000 per year

- Tribal organizations
- Health facilities or programs operated by or in accordance with a contract or award with the Indian Health Service (IHS)
- Public or private institutions of higher education
- Other public or private non-profit entities
Applicants from states with currently funded Statewide Family Network (SFN) awards are not eligible for this opportunity. States with current SFN awards are: Massachusetts, Rhode Island, North Carolina, West Virginia, Kentucky, Pennsylvania, Hawaii, Missouri, and Nebraska.
