Purpose
Provides funding to jurisdictions with high rates of youth incarceration for planning activities to develop community-based continuum of care focused on positive youth development, prevention, diversion, and treatment services for at-risk youth. Supports engagement in a planning process to assess existing gaps and identify promising and evidence-based prevention and intervention services and programs that will reduce delinquency and recidivism, promote healthy development, meet essential needs, strengthen families and neighborhoods, and improve outcomes for the target population.

Category 1: State Agency Planning and Assessment Sites
Category 2: Local Planning and Assessment Sites
The planning process planning process must be comprehensive, collaborative, and focused on cost savings that allow for the identification, development, and sustainability of promising and evidence-based strategies for youth. Objectives include:
- Identify strategies that support promising and evidence-based approaches that advance the long-term well-being and success of youth and their families
- Develop economic impact strategies that result in cost savings and identify how those cost savings can be reinvested into the larger continuum of care
- Establish a sustainable framework that supports the decarceration of youth and the diversion of children identified as being at risk of involvement in the juvenile justice system through a coordinated, collaborative strategy that also promotes safe communities
Amount of Funding
Category 1:
- Award ceiling: $800,000
- Estimated number of awards: 5
Category 2:
- Award ceiling; $425,000
- Estimated number of awards: 13
Project period: 18 months
Estimated total program funding:
$7,400,000
Who Can Apply
Eligible Category 1 applicants include:
- States and territories
- Federally recognized Native American tribal governments
Eligible Category 2 applicants include:
- City, township, county, or special district governments
- Other units of local government, such as towns, boroughs, parishes, villages, or general purpose political subdivisions of a state
- Federally recognized Native American tribal governments

Application Process

Applications must be submitted electronically through a 2-step process:
- Step 1: Applicants will submit an SF-424 and an SF-LLL in grants.gov by the February 24, 2025 deadline.
- Step 2: Applicants will submit the full application, including attachments, in the JustGrants grants management system by the March 10, 2025 deadline.
