Purpose
Provides funding and resources to tribes and tribal organizations to plan and design a family-driven, community-based, and culturally and linguistically competent system of care to address mental health issues among children in tribal communities. Supports the development of a broad range of mental health services and supports for American Indian and Alaska Native (AI/AN) children at risk for mental health disorders, drug/alcohol use, and suicide. Promotes community collaboration and partnerships to better meet the cultural and linguistic needs of tribal children and help them thrive in all areas of their lives.
Required activities include:
- Identify and convene an advisory group, board, workgroup, or task force within 3 months of the award to provide guidance to project staff to promote active community engagement
- Conduct an assessment of community strengths, assets, and needs within 4 months of the award to guide the development of the system of care approach
- Develop and implement a community-based system of care (SOC) plan by the end of the first year of the grant to provide mental health and wellness and substance use prevention and treatment services for children and youth in the community
- Conduct a Gathering of Native Americans (GONA) to promote spiritual and cultural development and youth social connectedness
- Conduct network development and collaboration activities with stakeholders, including formalized interagency commitments, for coordination of services
- Provide orientation and ongoing training on the SOC framework to community sectors, such as schools; colleges and educational institutions; faith-based organizations; behavioral health and healthcare providers and systems; housing supports; justice system; public health, and local businesses
- Develop policies, corresponding funding streams, and other strategies to support the implementation and sustainability of the system of care approach

Eligible applicants include:
- Federally recognized American Indian/Alaska Native tribes
- Tribal organizations
- Urban Indian Organizations (UIOs)
- Consortia of tribes or tribal organizations, and tribal colleges and universities
Recipients of Circles of Care awards under announcements SM-14-0023, SM-17-002, SM-20-010, or SM-23-022 in fiscal years 2014, 2017, 2020, and 2023 are not eligible to apply for this opportunity.
