Purpose
Awards funding to organizations to provide support services to low-income veterans and their families who are homeless or are currently residing in or transitioning to permanent housing. Promotes housing stability for the target population through case management and other services designed to prevent the imminent loss of home, identify new and better housing situations, or provide rapid re-housing assistance.
Supportive services may include, but are not limited to:
- Housing counseling
- Representative payee services for rent and utilities, as needed
- Legal services
- Mediation and outreach to property owners to locate or retain housing
- Temporary financial assistance for rent, utilities, security deposits, moving costs, childcare, transportation, emergency housing, and other supports to ensure housing stability
- Employment and vocational services
- Assistance with obtaining public benefits
- Healthcare navigators to increase access to and engagement with mental health and substance use disorder services
- Participation in local planning efforts designed to end veteran homelessness
- Rapid resolution services to engage veterans immediately before or after they become homeless and find alternative housing options to avoid homelessness

- 3 years for priority 1 and 2 grantees
- 1 year for priority 3 grantees
Who Can Apply
Eligibility is limited to private nonprofit organizations or consumer cooperatives.
There are 3 funding priorities:
Priority 1: Organizations that will expand services to tribal and rural communities and U.S. territories
For this opportunity, rural areas are defined as either open countryside; rural towns with less than 5,000 people and 2,000 housing units; or urban areas with up to 50,000 residents that are not part of metropolitan areas.
Priority 2: Existing grantees with at least 1 of the following accreditations:
- 3-year accreditation from Commission on Accreditation of Rehabilitation Facilities (CARF) in Employment and Community Services: Rapid Rehousing and Homeless Prevention standards
- 4-year accreditation in Housing Stabilization and Community Living Services from the Council on Accreditation (COA)
- 3-year accreditation in the Joint Commission's Behavioral Health Care: Housing Support Services Standards
Priority 3: All other existing grantees seeking to renew their annual grant awards
