Purpose
Provides funding to develop, expand, and enhance housing and support services to victims of human trafficking. Promotes the implementation of coordinated, comprehensive housing models that offer stable housing and trauma-informed support services, with the goal of increasing the autonomy, self-sufficiency, safety, and well-being of the target population.
Applicants can apply for funding under 2 purpose areas:
Purpose Area 1: Developing Capacity to Serve Human Trafficking Victims supports organizations with either limited or no experience providing housing services, serving victims of human trafficking, or receiving direct federal funding
Purpose Area 2: Enhancing Scope of Housing Assistance for Human Trafficking Victims funds organizations with a demonstrated history of providing human trafficking victims with housing assistance and support services or that have a formal partnership with an experienced victim service provider. Recipients are required to provide at least 2 types of support services in addition to housing assistance.
Program objectives include:
- Deliver and expand housing interventions and support services for victims of human trafficking
- Collaborate with and train local partners, such as housing and service providers, community- and faith-based organizations, to improve their knowledge and ability to identify and appropriately respond to victims
- Provide the target population with trauma-informed, victim-centered support services or referrals for other essential services
- Develop and implement housing policies and training that incorporate low-barrier, victim-centered, trauma-informed, and collaborative approaches
- Collaborate with federal, state, and local entities to identify barriers to housing and develop models to meet the housing needs of victims
- Improve outcomes for victims of human trafficking
- Conduct data collection and assessment activities to evaluate the program
Recipients must use of majority of their funds to support housing services. For this opportunity, housing services include emergency shelters, transitional and short-term housing assistance.
A portion of funds may also be used for services that support victims and any dependents in securing permanent housing, such as case management, employment and/or education support, and mental health and substance use disorder services. A detailed list of allowable services can be found in Appendix A of the funding announcement.
Amount of Funding
Award ceiling for each purpose area is as follows:
- $600,000 for Purpose Area 1
- $1,200,000 for Purpose Area 2
Project period: 3 years

$16,800,000
A 25% matching contribution is required. Matching funds can be cash and/or in-kind contributions and must be from non-federal sources.

Eligible applicants include:
- States and territories
- City, township, or county governments
- Public- and state-controlled institutions of higher education
- Federally recognized Native American tribal governments
- Tribal organizations
- Public housing authorities and Indian housing authorities
- Nonprofits with 501(c)(3) status, other than institutions of higher education
Priority consideration is given to proposals that advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.
