Purpose

Provides funding to enhance the quality and quantity of services available to assist minor victims of human trafficking, as defined by the Trafficking Victims Protection Act of 2000 (TVPA), as amended. Promotes implementation of victim services for the target population that are trauma-informed, culturally/gender responsive, and developmentally appropriate and that utilize evidence-based practices widely accepted in other child- and youth-serving systems.

Objectives include:

  • Provide services to meet the individualized needs of minor victims of sex and labor trafficking
  • Collaborate with local partners, such as service providers, criminal and juvenile justice and child welfare professionals, members of the judiciary, community- and faith-based organizations to ensure proper identification, response, and provision of appropriate services for the target population
  • Establish community-based interventions and a continuum of care to address specific victim needs by engaging community-based agencies, health care providers, families and/or caregivers, experts with lived experience, advocates, public defenders, and prosecutors and through community outreach and education activities
  • Provide other essential services for the target population, including both emergency and long-term interventions
  • Participate in data collection and assessment activities to evaluate the program

Funded programs must serve victims of severe forms of human trafficking who were trafficked and began receiving services while under age 18, although services may extend beyond age 18, as needed. Programs may also provide services to the victim's children, supportive parents, caregivers, sponsors, and guardians, if these services are identified as impacting the minor's safety, security, and healing.

A 25% matching contribution is required. Matching funds can be cash and/or in-kind contributions and must be from non-federal sources.

Eligible applicants include:

  • States and territories
  • City, township, or county governments
  • Public- and state-controlled institutions of higher education
  • Federally recognized Native American tribal governments
  • Tribal organizations
  • Public housing authorities and Indian housing authorities
  • Nonprofits with 501(c)(3) status, other than institutions of higher education

Priority consideration is given to proposals that advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.
