Purpose

Provides funding to develop, expand, or strengthen victim service programs for adult or a combination of adult and youth victims of human trafficking. Supports victim-centered and trauma-informed programs, policies, and resources that promote justice, access, and empowerment for the target population.

Applicants may apply for funding under 5 purpose areas:

Purpose Area #1: Developing Capacity to Serve Human Trafficking Victims grants to build capacity in organizations with limited or no prior experience in serving victims of human trafficking or in receiving direct federal funding

Purpose Area #2: Comprehensive Services for Human Trafficking Victims grants to organizations with a demonstrated history of a comprehensive range of direct services to victims. Recipients are expected to provide at least 3 distinct service types.

Purpose Area #3: Legal Services for Human Trafficking Victims grants to organizations with a demonstrated history of providing legal services to victims of human trafficking, including immigration legal assistance, victims' rights representation, and criminal record relief

Purpose Area #4: Economic Empowerment, Education, and Employment Services for Human Trafficking Victims grants to organizations with a demonstrated history of providing economic empowerment, education, and/or employment services to victims of human trafficking and may include partnerships with workforce development system stakeholders

Purpose Area #5: Behavioral and Physical Health Services for Human Trafficking Victims grants to organizations with a demonstrated history of providing mental health, substance use, and physical health services to victims of human trafficking

Program objectives include:

  • Providing comprehensive services to meet the individualized needs of victims of human trafficking
  • Collaborating with and providing training for local partners, such as service providers, criminal justice professionals, members of the judiciary, community and faith-based organizations, to ensure trafficking victims are properly identified and referred for appropriate services
  • Assisting with or referring human trafficking victims to other essential services
  • Participating in data collection, assessment, and evaluation activities

Amount of Funding

Award ceilings under each purpose area are as follows:

  • $440,000 for Purpose Area #1
  • $950,000 for Purpose Area #2
  • $800,000 for Purpose Area #3
  • $800,000 for Purpose Area #4
  • $800,000 for Purpose Area #5

Project period: Up to 3 years
Estimated number of awards: 43
Estimated total program funding: $29,600,000

Up to 5 awards will be made under Purpose Area #5 for behavioral and physical health services.

Eligible applicants include:

  • States and territories
  • City, township, or county governments
  • Public- and state-controlled institutions of higher education
  • Federally recognized Native American tribal governments
  • Tribal organizations
  • Public housing authorities and Indian housing authorities
  • Nonprofits with 501(c)(3) status, other than institutions of higher education

Priority consideration is given to proposals that advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.

Applications must be submitted electronically through a 2-step process:

  • Step 1: Applicants will submit an SF-424 and an SF-LLL in grants.gov by the April 8, 2024 deadline.
  • Step 2: Applicants will submit the full application, including attachments, in the JustGrants grants management system by the April 22, 2024 deadline.

Rural Awards

Past awards communities have received are described on the program website.

One rural organization that received funding is Mountain Comprehensive Care Center, Inc. in Prestonsburg, Kentucky to build capacity to serve trafficking victims in the Big Sandy Region of Central Appalachia. The project will train internal and new hire staff on supporting trafficking victims; engage staff in train-the-trainer programming that will support the training of law enforcement; and leverage current programming to enhance collaboration with community organizations.
