Purpose

Provides funding to 2 nonprofit organizations to serve as financial intermediaries to community-based re-entry programs. Recipients will make subawards to smaller scale community-based organizations (CBOs) to help build capacity and improve operations to better provide re-entry services to individuals leaving incarceration. Recipients will also offer training and technical assistance to subawardees through incubator model learning communities designed to increase the administrative, operational, and organizational capabilities of community-based re-entry organizations.

Objectives include:

  • Provide technical assistance to subawardees including developing strategies and partnerships to implement or enhance re-entry programs at the local level
  • Ensure the responsible and effective administration of subawards to selected recipients
  • Build the administrative, operational, and organizational capacity of subawardees to serve the target population effectively, including the use of comprehensive case management plans that directly address criminogenic risk and needs and deliver or facilitate services
  • Strengthen communities by providing technical assistance, subawards, and administrative oversight to subawardees
  • Improve organizational, program, and financial management outcomes for CBOs working with individuals in re-entry, including enhancing recidivism reduction strategies
  • Elevate the voices of justice-impacted leaders to build awareness and educate policymakers on specific challenges and needs
  • Provide training and technical assistance to improve collaboration between subawardees and corrections, parole, probation, local re-entry coalitions, other local re-entry service providers, and stakeholders

Recipients will make subawards to community- and faith-based organizations that provide re-entry services focused on community and family reintegration, building strengths-based assets, and reducing recidivism. Subawards may support the following:

  • Salary
  • Equipment and materials
  • Training opportunities
  • Travel costs
  • Curriculum development
  • Assessment tools
  • Organizational policies and procedures, such as wellness plans

Amount of Funding

Award ceiling: $4,000,000
Project period: 5 years
Estimated number of awards: Up to 2
Estimated total program funding: $4,000,000

Applicants should propose budgets that pass-through at least 70 percent of the award to subawardees and retain 30 percent to support their work as an intermediary and technical assistance provider.

Award amounts for subawardees will range from $50,000 to $150,000.

Who Can Apply

Eligible applicants are nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, that are experienced at delivering re-entry services, managing federal grants, administering subawards, and training others to do the same.

Recipients will determine eligibility and selection criteria for subawards.

Priority consideration is given to:

  • Proposals that advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization
  • Applications that have an independent process evaluation

  • Step 1: Applicants will submit an SF-424 and an SF-LLL in grants.gov by the July 8, 2024 deadline.
  • Step 2: Applicants will submit the full application, including attachments, in the JustGrants grants management system by the July 15, 2024 deadline.
