Purpose
Provides funding to a nonprofit organization serving as a financial intermediary to community-based reentry programs. The awardee will make subawards to smaller community-based organizations (CBOs) to enhance the delivery of transitional support services to people leaving incarceration and grow their organizations' capacity to do the same. In fiscal year 2025, this program will specifically focus on organizations that provide transitional services to exonerees. For the purpose of this opportunity, exonerees are defined as people leaving incarceration or with prior correctional involvement due to judicial error and aiming to restore basic rights, privileges, and benefits. The awardee will also offer training and technical assistance to subawardees, including fiscal and administrative oversight of subawardees' funding, subject matter expertise, and project management support.

- Curriculum development
- Assessment tools
- Organizational policies and procedures, such as wellness plans, to support reentry service provider staff
Amount of Funding
Award ceiling: $4,000,000
Project period: 60 months

Applicants should propose budgets that pass-through at least 70% of the award to subawardees and retain 30% to support their work as an intermediary and technical assistance provider.
Award amounts for subawardees will range from $50,000 to $150,000.
Who Can Apply
Eligible applicants include nonprofits with or without 501(c)(3) status with the IRS, other than institutions of higher education.
Recipients will determine eligibility and selection criteria for subawards.
Priority consideration is given to:
- Proposals that advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization
- Applications that have an independent process evaluation
