Purpose
Provides funding to health centers to establish or expand mental health and substance use disorder (SUD) services, with the goal of increasing the number of patients receiving mental health and SUD services, including treatment with medications for opioid use disorder (MOUD).
Applicants should consider the following in their program design:
- Higher rates of mental health conditions and SUDs and unique barriers to accessing treatment for rural populations, racial and ethnic minorities, people who are uninsured, people experiencing homelessness, and other underserved groups
- Impact of stigma and discrimination on patients seeking and accessing treatment
- Comprehensive approaches to behavioral health services that help more patients access treatment and recovery and support services that address their underlying needs
- Increasing primary care providers' role in use of Food and Drug Administration (FDA)-approved medications for treatment of OUD, such as buprenorphine
- Social risk factors like food insecurity, unstable housing, lack of or limited health insurance, linguistic barriers, financial strain, broadband issues, and limited access to transportation
- Existing treatment and recovery and support services in a service area, including Certified Community Behavioral Health Clinics (CCBHCs) and opioid treatment programs (OTPs), and how a proposed project will coordinate with or complement those services

The ratio of rural to urban awards for this opportunity will be 2 to 3, in accordance with ยง 330(e)(6)(B) of the Public Health Service (PHS) Act.
Who Can Apply
Eligible applicants are Health Center Program award recipients with an active H80 grant award. Health centers that do not currently provide behavioral health services are encouraged to apply.
