Office of Elementary and Secondary Education (OESE) Funding and Resources

Creates community learning centers to run after-school programs for students in high-poverty or low-performing schools. Provides academic programs to help students meet standards in core academic subjects, like math and reading, along with a variety of enrichment programs, such as drug and violence prevention programs. Funding is awarded to states, who distribute grants locally through state grant competitions.

Provides students with improved access to a well-rounded education, better school conditions for student learning, and increased use of technology to raise academic achievement and digital literacy. Includes alcohol and drug education and prevention efforts as well as professional development and training for school personnel and community members to identify and address substance misuse.

Makes federal funding available through 2 initiatives to rural school districts that may have difficulty receiving awards through competitive grants due to a lack of resources. Each initiative supports student achievement and provides not only basic school programs, such as enhancing curriculum or instruction in schools, but also a range of student support and enrichment activities and services, which may include substance use education and prevention programs.

Funds new full-service community schools (FSCS) programs or further development to existing programs, which includes support for planning, implementation, operation, and coordination for programs in high poverty urban and rural areas. FSCS programs provide comprehensive academic, social, and health services for students, students' family members, and community members that are designed to improve education outcomes for children.

Funds to develop and implement community- and school-based strategies to prevent and mitigate the harm of community violence. Strengthens school's capacity to prevent violence and address trauma, anxiety, depression, delinquency, and other physical, psychological, and emotional harms related to students' exposure to violence. Helps schools provide training, staff, and resources to increase students' access to culturally adapted, trauma-informed mental health services and other supports.

Enhances school climate, creating safer, healthier, more engaging and supportive environments for students. Supports the development and implementation of programs using evidence-based multi-tiered frameworks to improve learning conditions and behavioral outcomes and provides training and technical assistance to schools. Prioritizes local educational agencies (LEAs) in rural and tribal areas and gives competitive preference to projects that address the prevention and the impacts of opioid misuse.

Fact sheet detailing a 6-step planning process to help schools and institutions of higher education develop or update emergency operation plans (EOPs) to address overdose and other potential threats and issues resulting from fentanyl and opioid misuse. Discusses the 5 mission areas of preparedness for opioid-related emergencies and the effects of the opioid crisis on school-aged children, young adults, and school safety. Includes links to additional resources and information to aid in the development of school EOPs, and programs and activities to prepare for and respond to an opioid overdose.

Delivers information, resources, technical assistance, and training to K-12 schools and institutions of higher learning to assess school climate, implement evidence-based programs to improve learning conditions, and measure outcomes in 3 core areas: providing a well-rounded education, improving the safety and health of students, and improving the effective use of technology. Offers multiple products, policy guides, toolkits, research, media, online events and training related to issues of substance and opioid misuse for students, families, schools, and communities.

Assists schools and school districts with the implementation of a Positive Behavioral Interventions and Supports (PBIS) framework to improve students' social, emotional, and physical well-being, reducing disruptive behavior, and creating a positive learning environment. Uses a multi-tiered framework that reaches all students while allowing for more focused intervention and support for at-risk students and students with disabilities. Includes resources and blueprints for implementing school-wide responses to the opioid crisis and substance use. Offers direct onsite technical assistance to district and state leadership teams as well as indirect assistance through online resources, national and regional conferences, and collaborations with other technical assistance centers and organizations.

Provides tools, publications, and other resources for schools to provide services, support, and interventions to address opioid and substance misuse for students and their families. Includes information on substance use and related trauma among students. Discusses implementing positive behavioral interventions and supports (PBIS) to improve school climate and reduce substance use.
